Gide’s International Trade team successfully represents EU cylinder producers, securing anti-dumping duties on Chinese imports

On the 4th of February 2026, the European Commission imposed anti-dumping duties on imports of high-pressure seamless steel cylinders (HPSC) from the People’s Republic of China (PRC).

The duties have been secured at a range from 57.7% to 90.3% and will remain in force for five years.

The imposition of duties follows an investigation opened on 6 December 2024 (case AD724). The investigation covered HPSC for compressed or liquified gas, of all diameters and volume capacities. The Commission identified unfair trade practices in which the Union industry complainants were represented by Gide.

The successful attainment of anti-dumping duties will help to restore fair competition between Chinese manufacturers and EU domestic producers.

In addition to the high level of duties, Gide’s International Trade team is particularly pleased to have secured a number of key conclusions from the Commission:

  • The affirmation of the integrity of the product scope, which remains unchanged from the Notice of Initiation and captures all empty HPSC designed for compressed or liquified gas, of all diameters and volume capacities;
  • The creation of dedicated TARIC codes to track (and impose duties on) imports of HPSC imported under non-conventional codes in order to prevent circumvention of the measures;
  • The non-application of the “Lesser Duty Rule” due to extensive evidence of PRC-induced raw material distortions, resulting in the application of duties to the full extent of the dumping found;
  • The recognition of the importance of HPSC as a “strategic product used in critical sectors such as healthcare and clean energy” for which a reliable domestic source of supply should be maintained.
