Gide advises UBER B.V., CHABE and other private hire vehicle (PHV) operators in securing the right for their vehicles to resume access to Rue de Rivoli and Rue Saint-Antoine in Paris

By two judgments dated 23 April 2026, the Paris Administrative Court upheld the claims brought by UBER B.V., CHABE and other PHV operators against a by-law issued by the Mayor of Paris prohibiting such vehicles from accessing Rue de Rivoli and Rue Saint-Antoine, while allowing taxis to do so.

The Court held that this measure constituted a disproportionate interference with free competition between PHV operators and taxis, in light of the fact that this 3.5 km route is one of the main east–west thoroughfares in the capital and serves an area with a high concentration of commercial and hotel activity.

The claimant companies (Uber, Chabé, Service Prestige, Ambassador and others) have welcomed the decisions of the administrative court, which vindicate their determination to put an end to an unjustified discrimination preventing them from operating along this major artery of the capital. They were represented by Gide, Thomas Brusq, Counsel, and Thomas Vacher, Associate.

The City of Paris was represented by Régis Froger, avocat au Conseil d’État et à la Cour de cassation, and Camille Connil (Froger & Zajdela).
