Deals | France – PPP

On 28 June 2013, the urban community of Cergy-Pontoise, a western suburb of Paris, and the project company created by the selected consortium VINCI Energies – SPIE, signed the Public-Private Partnership (PPP) for the rebuilding and operation of the city’s public lighting systems.

This PPP is a partnership contract entered into for an 18-year term. The initial rebuilding and creation of urban lighting systems shall last five years. These works shall be completed in five stages, worth a total investment and financing of around 129 million euros.

The project company was created specifically for the project by a consortium comprising VINCI Energies and SPIE. Companies Citéos and ENTRA act on executing the investments and operating the equipment. Financing of the initial rebuilding stage was provided by Crédit Foncier de France, the Caisse d’Epargne et de Prévoyance Ile de France and OSEO.

Gide Loyrette Nouel A.A.R.P.I. was instructed on implementing the financing, on the basis of a joint interest mandate for the shareholders of the project company and the lenders. The Firm’s team comprised Thomas Courtel, Rémi Tabbagh, Marie Bouvet-Guiramand, Nicolas Jean and Alix Deffrennes.

Regarding implementing the partnership contract and the construction and maintenance contracts, the project company’s shareholders were advised by Fidal (Jean Oriou, Julie Claude and Olivier Le Bars).

The urban community of Cergy-Pontoise was advised by Symchowicz, Weissberg et Associés (Nil Symchowicz and Romain Lauret).
