Alexandre is an associate at the Paris Bar and joined the Public, Energy & Environmental Law team in 2017. He is particularly active in two areas: public infrastructure and public companies.
As regards public infrastructure, Alexandre assists his clients on the entire life cycle of projects, starting with awarding issues and drafting of contracts to execution issues and related pre-litigation and litigation. He is particularly involved in the construction and operation of facilities in the transport sector (motorways, rail links, airports, ports, electric vehicle charging stations), culture (museums, stadiums and theatres), education (schools and universities) and administrative buildings.
Alexandre also advises major public companies and their shareholders (State, local authorities, other public bodies) on all operations related to their development: operations on their capital (nationalisation, privatisation, capital increase, etc.), changes of legal form (transformation of a public body into a commercial company, of a company into an intergovernmental organisation, etc.), reorganisations of their activities (transfer of activities, spin-offs, sale of assets) or changes of governance. Alexandre assists his clients in drafting the legislative, regulatory and contractual acts necessary for the operation and in all related public law issues.
